Attorney Biography

Debra R. Puebla earned her B.A. degree in Political Science and International Relations in 1982 from Cornell University.  She graduated from Cornell University Law School with a J.D. in 1986.

Ms. Puebla’s practice focuses on insurance coverage matters.  She is an experienced litigator and has participated in some of the largest and most complex insurance coverage lawsuits in the country.  In these cases, Ms. Puebla was frequently asked to serve on the liaison and Steering Committees.  She has litigated on behalf of insurance companies in lawsuits regarding coverage for environmental liabilities, construction defects and products liability claims.

A significant portion of Ms. Puebla’s practice involves pre-litigation negotiation and mediation of complex claims where there are significant legal and factual issues regarding the existence and/or extent of insurance coverage for those claims.  In this arena, Ms. Puebla is recognized nationally as one of the nation’s top authorities and is sought out by our insurance clients for advice and assistance with their highest profile matters.
